Duties Summary
The position serves as the section supervisor in the Claims Management Branch and also participates in the administration of a self-insured workers’ compensation program for all Executive Branch employees (excluding the Department of Education, University of Hawaii, and Hawaii Health Systems Corporation), Charter School employees, and the Legislature. The program has primary responsibility for administering the development and maintenance of the State’s workers’ compensation program in compliance with the Hawaii workers’ compensation and related laws.
The duties and responsibilities of this position include assigning and reviewing the work of subordinates engaged in processing workers' compensation claims; providing on-going training to subordinates and assisting in conducting statewide claims processing training sessions; handling the most complex workers' compensation claims cases; attending administrative hearings; and making recommendations for the improvement of the employer's statewide workers' compensation programs.
Minimum Qualification Requirements

Applicant must have thorough knowledge of workers' compensation laws, regulations and procedures, the ability to represent the employer in investigating and monitoring claims, recommending and the employer's position, examining and managing claims, recommending and negotiating settlements, and developing the employer's case and representing the employer in hearings and contested claims.
Staff Specialist or Supervisory Experience: One year of Staff Specialist or Supervisory Experience of the type and quality described below:
A. Staff Specialist Experience : Human resources specialist experience performing work regularly encompassing difficult and complex situations and problems in a given human resources specialty with responsibility for furnishing advisory services to management in the overall aspects of program development and evaluation; or human resources specialist experience performing extensive and intensive work in a given area of specialization, working on the most complex and difficult assignments in the areas of program development and evaluation, development of new and revised procedures, review of working situations to be sure that departments are following guidelines for sound human resources practices, recommending legislation or studying impact of proposed legislation, and engaging in human resources research aimed towards improving the human resources system.

B. Supervisory Experience : Experience in the field of human resources management which included (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problems; (4) training and developing subordinates; and (5) evaluating their work performance.

Level II: This is the advanced trainee level through which the trainee advances as part of his/her progression to full performance as an independent worker. Work assignments require the application of principles, methods and techniques of vocational rehabilitation to provide rehabilitative services, training and job placement for individuals with disabilities where the disability is not such as to make successful vocational rehabilitation and placement difficult. The trainee is given a caseload assignment ranging from very simple, where supervisory control is of a general nature, to moderately complex in which the psycho-socio-emotional effects of the disability make the rehabilitative services more complex, thereby making closer technical supervision over the incumbent necessary. As the trainee’s knowledge and abilities increase, additional assignments characteristic of higher level work are made for developmental purposes and supervision is gradually relaxed. Completed work is reviewed for soundness of analysis, thoroughness and technical accuracy.
